इस योजना के तहत 15 से 25 वर्ष के युवा जो मैट्रिक उत्तीर्ण हों, उन्हें हिन्दी एवं अंग्रेजी भाषा एवं संवाद कौशल तथा बुनियादी कम्प्यूटर ज्ञान का प्रशिक्षण दिया जाएगा।

योजना का लाभ प्राप्त करने हेतु अहर्त्तायें एवं शर्ते :
  • आवेदन की तिथि को आवेदक की आयु 15 से 25 वर्ष के बीच होनी चाहिए।
  • आवेदक बिहार में अवस्थित सरकार द्वारा मान्यता प्राप्त शैक्षणिक संस्थान से मात्र मैट्रिक अर्थात 10वीं उर्त्तीण हो और कोई उच्चतर शिक्षा प्राप्त नहीं किया हो, न कर रहा हो, अथवा अधिकतम इंटरमीडिएट अर्थात 12वीं उर्तीण हो और कोई उच्चतर शिक्षा प्राप्त नहीं किया हो, न कर रहा हो।
  • आवेदक बिहार का स्थायी निवासी हो एवं उसे कोई नियोजन अथवा स्वरोजगार नहीं हो।
  • आवेदक को किसी भी सरकारी स्त्रोत से किसी प्रकार का भत्ता/छात्रवृति/कौशल विकास की सुविधा/क्रेडिट कार्ड/किसी भी प्रकार की सरकारी सहायता प्राप्त नहीं हो रही हो।

        Kushal Yuva Program


The Bihar Skill Development Mission (BSDM) has launched a unique skill training programme by the name of "Kushal Yuva Program" which would enhance the Soft Skills of all aspirants in the age group of 15-25 years who have passed 10th Class irrespective of their having attained higher education or their currently pursuing higher education. Soft Skills training would comprise of Life skills, Communications Skills (English & Hindi) and Basic computer literacy which in turn would enhance their employability and act as a value add to the various domain specific training endeavours currently being implemented in Bihar.


Kushal Yuva Programme (KYP) is a part of one of the “7 commitments” namely “Aarthik Hal, Yuvaon ko Bal”. This programme is targeted at all aspirants in the age group of 15-25 years who have passed 10th Class irrespective of their having attained higher education or their currently pursuing higher education.Through this programme, BSDM intends to enhance the employability of these youth of Bihar.

Strategy of KYP:
The strategy is to address the following four major challenges in the skill development ecosystem:
  • Capacity: Increase in training capacity
    • Minimum one Skill development centre (SDC) in each of the 534 blocks for imparting training in soft skills.
    • A strong pool of certified trainers will be developed through a mandatory Training of Trainers programme.
  • Access: Increase in access
    • SDC at each Block would mean getting training centre to the doorstep of the youth.
    • State wide social mobilisation campaign would help increase the awareness which in-turn will result in higher access / participation
    • District Registration cum Counselling Centres at the district level will provide the requisite guidance to the youth to access the benefits of such a programme
  • Relevance: High relevance
    • Package of Life skills, Communications Skills (English & Hindi) and Basic computer literacy will increase the employability of youth
    • It will help in smooth shift from homes to places with high employment potential
    • Increase retention at workplace
  • Perception: The following would improve the perception
    • Qualified, experienced and certified trainers
    • Use of high quality content and E-Learning mode




Taking into consideration the huge Demand from Candidates for Kushal Yuva Program, BSDM has released the updated Eligibility criteria for the KYP Courses: All Candidates belonging to the age group of 15-25 years, who have minimum qualification as SSC (10th) pass; irrespective of the fact that the candidate is pursuing /completed any Higher Education Course/Degree will be eligible to undertake training under Kushal Yuva Program"


  • The course curriculum for Kushal Yuva Program would include three components: Life skills, Communications Skills (English & Hindi) and Basic computer literacy. The course duration covering all the three components would be 240 hours (Life Skills for 40 hours, Communication Skills for 80 hours and Basic computer literacy component would be covered in approx. 120 hours).
  • E-Learning mode shall be used for training delivery.
  • Assessment (post self-learning and mock tests) of Trainers (Oncet) followed by certification will be carried out to get quality trainers and maintain uniformity across centres. It would be prime responsibility of the Skill Development Centre (SDC) to ensure that each trainer deployed by it undergoes the Oncet test and the cost for same shall be borne by the respective SDC operator. Only the certified trainers passing the assessment will be eligible for imparting training.
  • Sequential mode of learning prohibiting any skipping of sessions.
  • Central monitoring of step by step progress of each candidate through the web portal.
  • Inbuilt / Integrated online Assessment & Certification process.
This course offers communication and language skills that include:
  • Speaking, Listening, Understanding, Reading and Writing in English and Hindi
  • Vocabulary, Sentence construction, Grammar, Pronunciation, Quality of Communication (Fluency, Emphasis, Pace, Clarity, etc.), Voice (Intonation, Pitch, Modulation, etc.)
  • Non Verbal Communication

  13. Sharing thoughts with Others
  14. Using references like Dictionary and Thesaurus
  15. Communication in cyber world
  16. Interview Techniques
  17. Meetings at workplace
  18. Workplace ethics
  19. Customer Service
  20. Safety
The refundable security deposit will be returned to the candidates who successfully complete the KYP training i.e. are certified (passed) for the training undertaken.
