Chief minister and education minister Laxmikant Parsekar decided to defer the implementation of the choice-based credit system (CBCS) at the degree-level in Goa to the academic year 2017-18. Parsekar took the decision on Tuesday after a prolonged meeting with Goa University vice-chancellor Satish Shetye, varsity registrar Y Reddy, director of higher education Bhaskar Nayak and a delegation of college heads and teachers.

"The teachers involved were not confident enough to implement the system of evaluation for the upcoming academic year and as the teachers are the ones who have to actually do it, we did not want to mess it up through forceful implementation," Parsekar told TOI.

GU wanted to implement the choice-based credit system of evaluation at the degree level in affiliated colleges across Goa from the 2016-17 academic session.

The University Grants Commission (UGC) has recommended that the model be implemented in colleges across the country at the earliest. So far, the choice-based credit system is in force in Goa only at the postgraduate level at the varsity.

The system is a scheme widely followed by universities and institutes of higher education across the world, where one credit is equivalent to a certain number of clock hours.
Goa University has already prepared the document for implementation of the choice-based credit system (CBCS) for undergraduate programmes in colleges across Goa.

Based on UGC's directives, Goa University had formed a committee to work out the modalities of implementing CBCS in all undergraduate courses in Goa, based on the local situation.
The GU committee had submitted its report which was discussed at January's academic council meeting.

The plan is to implement CBCS at the undergraduate level in a phased manner starting from the first year degree level in the first year, then moving to higher classes in subsequent years.
