Bihar Rural Livelihoods Promotion Society (BRLPS), an autonomous society Government of Bihar has been designated as State Rural Livelihoods Mission to scale up the "JEEViKA" model in a phased manner in all 534 Blocks of 38 Districts in Bihar under National Rural Livelihoods Mission.
under Rural Development Department, So far JEEViKA has been able to reach out to nearly 26 Lakhs rural poor households by organizing them into 2.17 lakhs women Self Help Groups under 9200 Village Organizations and 151 Cluster Level Federations. These institutions have generated nearly Rs. 69 Crore as their own fund and have leveraged Rs. 514 Crore from the Banks. Under NRLM, BRLPS would be organizing, empowering and promoting livelihoods for 1.5 crore rural poor households through 10 Lakhs sustainable SHGs under 65000 Village Organisations and 1600 Cluster Level Federations.

Programme Coordinator-Institution and Social Development
Eligibility Criteria: Post Graduate in Management/Rural Management from recognized institutes/university with minimum 12 years’ experience in state level development projects in the areas Institution building, capacity building, social development, entitlement, health, nutrition and convergence with govt. programmes of which 4 years as relevant thematic heads. S/he should have good communication skill (both oral and writing) in English and Hindi. Proficiency in working with MS office is a must.
Programme Coordinator-Livelihoods and Enterprise Promotion
Eligibility Criteria: Post Graduate in Management/Rural Management from recognized institutes/university with minimum 12 years’ experience in state level development projects in the areas of livelihoods in Farm, Off Farm, Non-Farm, Jobs and convergence with Govt. programmes of which 4 years as relevant thematic heads. S/he should have good communication skill (both oral and writing) in English and Hindi. Proficiency in working with MS office is a must.
Chief Finance Officer
Eligibility Criteria: You should have experience in financial management, budget preparation, meeting statutory requirements and financial compliance preferably for a large rural development project. You should be a Charted Accountant with a minimum of 10 years of experience. Suitable candidates from Bihar Finance Service/ Bihar Accounts Service with minimum 10 years of experience are also eligible to apply on the basis of deputation.
State Finance Manager
Eligibility Criteria: Chartered Accountant/MBA-Finance /Cost Accountant from recognized institute/university with minimum 7 years of post-qualification experience in handling internal/statutory audit and consultancy in accounts, taxation etc. S/he should have worked in a development program/project/companies/organisation. S/he should be instrumental in designing and developing the financial management system of development project/companies/Firms. Only applicants from required category need to apply.
State Project Manager-Communication
Eligibility Criteria: PG degree in Mass Communication from recognized institute / university with minimum 7 years of post-qualification relevant working experience in large scale development project. Or Post graduate degree/diploma in any discipline from a recognised institute/university with minimum 9 years of post-qualification relevant experience. S/he should have experience in developing strategies to build a common vision of Project across the staff and provide inputs towards streamlining communications requirement of the project. S/he should have experience in advertising/media industry on social communications or in similar capacity for development Projects.
State Project Manager-MIS
Eligibility Criteria: Post Graduate in Engineering/ Technology or MBA - IT or MCA from recognized University with minimum 7 years of post-qualification experience or BE /B Tech with 10 years of experience, out of which 3 years relevant experience should be at Senior Manager level. S/he should have experience of designing the system/processes and handle the Automated System in the large scale Projects / Organizations. Preference will be given to the candidates having experience in ERP solutions.
PM-HRD
Eligibility Criteria: PG degree or PG Diploma in HRD/Management/social work/rural development with minimum 4 years of post-qualification relevant experience. S/he should have worked in the HR team of a development project. S/he should have good communication skill (both oral and writing) in English and Hindi. Proficiency in working with MS office is a must.
Project Manager-Documentation & External Relation
Eligibility Criteria: PG degree/diploma in Mass Communication / Management / Social Work /Rural Management /Rural Development from recognized institute/university with minimum 4 years of post-qualification relevant experience in communication i.e. designing and demonstrating communication strategies and framework involving different media to portray a positive image and build a common vision for rural development. S/he should have worked in large set up of Livelihoods programmes / Project/ service industries. S/he should have experience of documentation and maintaining external relations.
Project Manager-Livelihoods
Eligibility Criteria: MBA/PG Diploma or Degree in Rural Development/Agriculture and Allied/Social Work with minimum 4 years of post-qualification relevant experience. S/he should have successfully implemented rural livelihoods promotion project and have experience of working with community institutions, their federations and producers’ group on livelihoods issues. You should possess strong skill in analyzing value chain and visualizing viable business plan for poor to support their livelihoods. S/he should have good communication skill (both oral and writing) in English &Hindi. Proficiency in working with MS office is a must.
Project Manager-Monitoring & Evaluation
Eligibility Criteria: As part of M & E team at State level, you will be responsible for executing regular monitoring and evaluation of Project Progress across the state, facilitating reviews at and documentation work. Specifically your key responsibility will be to look after the online Management Information System of the Project and streamlining information flow through periodic analysis of data based on project health indicators and documenting the same. You will also be responsible for anchoring studies, process monitoring and periodic evaluation at district level and circulation of the learning of the project in both downward and upward to all concerned and documenting identified best practices of the project. You should have relevant experience in documentation, reporting, data analysis and monitoring activities in developmental programmes/project. Working knowledge of data management software will be desirable. We are looking for a person with a Post Graduate Degree or PG Diploma in Management/ Social Work/ Rural Development with 4 years of post-qualification relevant experience of working with Monitoring and evaluation team in a development Project/large institutional set up/reputed company.
Cashier
Eligibility Criteria: Graduate in Economics/Commerce/CA (Inter)/ICWA (Inter) from a recognized institute/university with a minimum 3 years of post-qualification relevant experience. You should have worked for managing accounts, book keeping and other related job in Government/reputed institution. Preference would be given to those who have worked in Government programme/project.
Note: Bihar Govt. Reservation policy applies. Only qualified candidates will be called in in a phased manner.
- For the purpose of calculation of Experience and age, the reference date will be 15th of November 2014.
- All Positions are offered on a contract basis for a period of three years. Renewal of contract would be subject to performance.
