The Govt of UP has set up the Uttar Pradesh Skill Development Mission, under the aegis of Vocational Education Department, to implement the Skill Development Policy of the state. Its Mission is :
“To integrate efforts of various departments of the State and Central Government organizations engaged in providing skill development training and make available employment oriented and placement linked training in vocational skills to 45 lakh youth in the age group of 14 to 35 years by 2016 - 17, and even at a greater pace thereafter, by partnering with government and private training providers, while ensuring equitable access to the most disadvantaged, including women; and strive for placement of preferably at least 70% of the trained youth in gainful wage and self employment to enable them to contribute to the economic development of the State.”
Some of its keys strategies would be act as a system integrator across State Government programmes, departments and schemes involving skill development, up-gradation and up-scaling of govt polytechnics, ITIs, ITCs, engaging with private sector training providers, persuading NSDC to enhance their contribution to state skilling efforts, addressing the needs of the vulnerable groups through special programmes, special schemes for focus sectors, financing skill development training, a vibrant social mobilization campaign to attract and enroll youth for skill development training, creating a large pool of trainers, employee tracking and post placement services, course standardization, certification and accreditation, conducting skill gap studies and exploring new horizons.
UPSDM has been set up as a Society, with an independent Governing Council, headed by the Hon. Chief Minister as its Chairperson, and will have a professionally run State & District Programme Management Units. UPSDM lays emphasis on promotion of professionally competent and dedicated implementation structures at the State and District level for managing and supporting all Mission activities. The Mission seeks applications from dedicated professionals across multiple domains. The openings are at the following positions :

Selection Process :
- Candidates meeting the eligibility criteria prescribed against the position, would be provisionally shortlisted to attend the selection process.
- The selection process may consist of academic qualifications, written test and interview. The final selection process will be made available on www.upgov.nic.in and www.sids.co.in/upsdm one week before the last date of application.
- For the post of Counselor cum MIS Manager who are to be placed in the districts, 18 clusters have been created. While applying, candidates should choose which cluster they would prefer to be posted. Cluster wise merit list would be prepared and candidates would be placed in any one of the districts within the cluster as per the merit list.
- The positions are on offer on a contract basis initially for a period of two years and further extendible based on performance for one year each time maximum for two years.
