For
RECRUITMENT ON VARIOUS VACANT POSITIONS OF STATE &
DISTRICT
MANAGEMENT STRUCTURES UNDER RASHTRIYA MADHYAMIK
SHIKSHA
ABHIYAN ON SHORT TERM CONTRACT / SHORT TERM DEPUTATION
BASIS
Bihar Madhyamik
Shiksha Parishad (BMSP) is a body registered under the Societies Registration
Act, XXI 1860 and is responsible for the implementation of various centrally
sponsored schemes including Rashtriya Madhyamik Shiksha Abhiyan (RMSA), which
is a National Programme for universalisation of secondary education.
BMSP requires Personnel
to be recruited on Short Term Contract or Short Term Deputation basis for the
positions of State Level Management Structure and District Level Management
Structures.

Persons having
requisite qualification and/or experience and fulfilling all eligibility
conditions are invited to appear for "WrittenTests/Computer Proficiency
Test/Skill Test/Interview" after submitting online Application in
prescribed format. The online application format, details of minimum
qualification, experience, other eligibility conditions for each post/position
may be seen at the website www.bmsprmsa.in and may also be
perused on all working days between 9:30 a.m. to 6 p.m. at the office of Bihar
Madhyamik Shiksha Parishad, 8th Floor, Bihar School Examination
Board (Senior Secondary) Building, Budha Marg, Patna - 800001. Persons willing
to appear for "WrittenTests/Computer Proficiency Test/Skill
Test/Interview" will have to apply online with BMSP along with
required information specifying the name of the post for which they are willing
to appear and their name along with required information and examination fee
wherever required.
3.
Retired persons
with required qualification and / or experience are also encouraged to apply.
BMSP believes in
gender sensitive working environment hence eligible women candidates are also
encouraged to apply.
4. The details of caste category-wise number of positions are given
below:

5. Vacancies of
District Level Management Structure have been filled up for the first time and
categorised on the basis of Roster clearance done for respective district by
the Competent Authority. There are three posts of Asst. Resource Persons at
every District office and only one post of Asst. Accountant under District
Level Management Structure under RMSA. Persons applying for District level
positions, after selection, will be allotted to districts them on the basis of
order of preference of districts entered by them on the basis of category wise
merit. Therefore, it is mandatory to enter the order of preference of all the
district, while submitting the application online failing which application
will be considered incomplete and thus rejected.
6. The lower age limit
for all the positions will be 21 years. The upper age limit for all the
positions will be 52 years. Therefore no further provision of relaxation in
upper age for SC/ST/PH candidates and MBC/BC and women of all caste categories
have been made. However for the persons, employed presently with any department
of Govt. / corporations/ bodies of Govt., wherein employees are entitled to
work on foreign service terms and conditions, and willing to work on deputation
basis on Foreign Service terms and conditions, upper age limit will be 56 years
.For retired persons the upper age limit will be 62 years without any further
relaxation for other reservation categories.
7. While selecting the candidates, reservation
rules of Govt, of Bihar will be applicable. Wherever
reservation exists for the candidates of MBC, BC, BC (Female), SC, ST category and for the
persons having disability etc., the same is meant for the persons having their domicile in the State of
Bihar for which they will have to submit a copy of relevant caste certificates and domicile certificate
issued by Competent Authority along with their application. It is to clarify that the persons having
disability with requisite nature and extent as prescribed by relevant rules and having requisite
certificate issued by competent authority will only be entitled for the reservation, reservation of such
candidates will be calculated horizontally in the respective caste category. However in those cases
wherein only single post positions have been advertised are of unreserved category.

8. Candidates of
all categories are required to ensure before applying that they meet essential
minimum
qualification and having required post qualification
experience, if any. In case a
candidate is found ineligible at any stage, even after appointment, his/her
candidature/appointment will be cancelled.
9. All the appointments, whether on Contract or on Deputation basis,
are generally made for a short term
period or till the end of the
project / availability of Funds, whichever is earlier.
It is also to clarify that all the
appointments made are temporary and no permanent posts are created in BMSP so
that no permanent liability should accrue on the BMSP society or Govt, of Bihar
or Govt, of India due to filling up of these posts. Therefore in future no
claim of either absorption in society, Govt, of Bihar or Govt, of India will be
entertained or considered tenable.
10.
Candidates who
desire to be appointed on deputation basis, will have to submit no objection
certificate issued by his/her employer stating that he/she has never been
punished, no disciplinary proceedings are pending and his/her integrity is not
doubtful, before the actual appointment.
11.
Before
appointment, selected candidates will have to submit certificates regarding
sound health, character with the facts that no criminal case is pending against
him/her and he/she has never been punished and self declaration regarding
marital status and dowry in prescribed format.
12.
BMSP reserves the
right to cancel/postpone this recruitment process at any stage as well as may
cancel the recruitment process of particular post/all posts, fully or partially
and accordingly may appoint on reduced number of vacancies in a particular post
or all posts or may not appoint at all without assigning/ explaining any
reason.
PROCESS
OF SELECTION
13.
For the
selection/short listing of candidates, BMSP may adopt any screening process
including written test, group exercises, computer proficiency tests, required
skill test, interview etc relating to job requirement of the post and fix
minimum qualifying marks category wise/ post wise for test all the tests or
particular set of tests. While deciding final merit, marks obtained in test
/set of tests will be taken together. However the persons, who will not be
getting minimum qualifying marks, in a test or set of tests, as decided by
BMSP, will not be considered for the final selection. Candidate having higher
age will be placed above in merit in case the marks obtained are equal. However
in case of those posts, where a candidate who is working in a departments of
Govt. / corporations and bodies of Govt, and willing to be appointed on
deputation basis will be placed above in merit over the persons applying for
contractual appointment and the candidate having same marks on the basis of
order of preference of districts entered by them. For District Level Positions,
Post wise/ Category wise, Common Merit List (CML) and reservation category wise
merit (RML) list will be prepared on the basis of the marks obtained in
"Written Tests/Computer Proficiency Test/Skill Test/Interview"
Districts will be allotted to such candidates as per the category of the
candidates and vacancy existing in the district.
14.
Panel thus
prepared of successful candidates will be normally valid for the next one year
from the date of publication of result.
15.
BMSP may involve
any third party agency/agencies for this selection /screening process. CUT
OFF DATE

The cutoff date
for the purpose of acquiring educational qualifications, experience, age etc.
will be 01.04.2013
PAY AND ALLOWANCES
17.
Persons appointed
on short term contract basis will get consolidated monthly emoluments/
honorarium fixed for the post and no other allowance will be payable to them
besides actual travelling allowances against the travel done on official
purposes. For the posts of Block Resource Persons consolidated honorarium
includes mobility, stationary and mobile recharge.
18.
Those appointed
on Short Term Deputation basis will be given pay protection and will be paid on
the basis of their LPC, pay position and Foreign Service terms and conditions
issued by their parent department. In addition, other allowances, admissible
under rules, will also be payable. However no deputation allowance will be
allowed for such posts filled through deputation.
19. Retired persons will be paid monthly
emoluments fixed for the contractual employees or fixing their
monthly emoluments after deduction of pension amount as per the prevalent norms of Govt.
whichever is less, therefore after appointment they will have to submit their PPO/relevant records.

HOW TO
APPLY
20.
Eligible persons
who possess the requisite qualifications / experience may apply online from Dt.
06.04.2013 till Dt. 30.04.2013 in the prescribed online application format
on the website of BMSP i.e. www.bmsprmsa.in wherein besides the
personal information, details regarding Educational/Professional qualifications
(right from matriculation onwards), experience, date of birth, caste category,
details of issuing authority, disability and domicile, if any, along with
DD/Bank Draft details.
21. On filing the application online reference no. of the
candidate will be generated Reference no. should
be used for
all future references/records/correspondence/transactions.
22. Candidates are required to
take a print out of the application filled in online, affix a recent passport
size photograph on the appropriate place and submit it with the original Bank
draft, having written on its back candidate's reference no, candidate's name
and name of the post applied. Those candidates who submit their fee through
NEFT/RTGS will send the copy of counterfoil of the Challan/ Pay-in-slip with
UTR written on it. Candidates exempted of paying fees will submit attested
copies of caste and domicile certificates/BPL card/disability certificate instead
of bank draft along with the copy of the downloaded application and photograph
affixed on it. A copy of downloaded application with the Bank draft or required
Caste/BPL/ Disability Certificate, as the case
may should be sent to State Project Director, BIHAR MADHYMIK SHIKSHA
PARISHAD, 8th Floor, Bihar School Examination
Board (Senior Secondary) Building, Budha Marg, Patna - 800001 through Registered/Speed Post on or before 6:00
PM of dated 10.05.2013. Applications not received till prescribed date
and time or received after the prescribed date and time, will not be considered
and hence liable to be rejected.
23. A list of
eligible candidates will be prepared on the basis of their application etc and
published on the
website of this office, which will only be entitled to
appear in the "Written Tests/Computer Proficiency Test/Skill
Test/Interview" These eligible candidates should take a print out
of the Admit Card from the website of BMSP after entering required information.
Admit Card will serve as entry pass for the tests at Venue of exam. Candidates
need to affix a recent passport size photo on it with the signature and carry a
Valid Photo Identification Card at the time of test.
24. The candidates
who will be selected for computer proficiency test and skill test are required
to bring a
print out of downloaded application with
the original copies of the entire certificates mentioned in the application,
valid Photo Identification card with Admit Card at the time of Computer
Proficiency Test/Skill Test.
25. Incomplete
application filled in online, in any manner will not be entertained and liable
to be rejected.

Every applicant
is required to submit a non-refundable Examination fee of Rs. 500/- (Rupees
Five Hundred only) in the form of Demand Draft / Bank Draft in favour of
"Bihar Madhyamik Shiksha Parisahad-Recruitment" payable at Patna ,
details of which should be filled in the application online in the appropriate
space. Applicants may also use the common pay in Slip/Challan as used in
scheduled commercial Banks and remit the fee in the Account No.
2913000101323128 namely "Bihar Madhyamik Shiksha
Parishad-Recruitment" of Punjab National Bank, New Market, Patna with IFS
Code- PUNB0291300. Applicant should ensure that UTR No. of NEFT/RTGS is
filled in the appropriate space of online application. Applicants should not
forget to take the UTR written on counterfoil of the challan while remitting
the fee. While candidates belonging to Scheduled Caste/Scheduled Tribe
category, belonging to BPL families and the persons having disability with
requisite nature and extent as prescribed under relevant rules are exempted
from the payment of examination fee.
26.
Application fees
received in the form of Cash/IPO etc. will not be entertained.
27.
Applicants need

important information including date, time, venue and pattern of "Written
Tests/Skill Test/Computer Proficiency Test/Interview ".
28.
No travel cost will be paid to candidates appearing for the "Written
Tests/Skill Test/Computer Proficiency
