Applications are invited for appointment
to the various posts, on direct recruitment/ deputation/ contractual basis/
reappointment in Bihar Electricity Regulatory Commission. Reservation as per
State Government norms shall be applicable to those categories of applicants
who are domicile of Bihar. Officers and Staffs who are working in the
Commission on contract basis, will be given preference in recruitment. The
desired educational qualifications, experience, other terms and conditions and
application forms, are available on the website of the Commission
www.berc.co.in . Application forms may be down loaded from the website and may
be used for the purpose. The last date for filing application is 10.12.2012 by
6:00 PM.
Applications are invited for filling up
the following posts on direct recruitment and /or
contract/deputation/reemployment basis in Bihar Electricity Regulatory

recognized University preferably in Economics, Engineering, Law or Management.
2. Officers

on regular basis; or with 2 years regular service in the pay scale of Rs. 16400-20000 or equivalent; or With 3 years regular service in the pay scale of Rs. 14300-18400 or equivalent; or
With 20 years of engineering or administrative experience in State/Central service out of which minimum 10 years in the pay scale of Rs.
12000-16500 & above.

professional experience including Tariff formulation or Cost analysis or Financial Management.
2. Sound Knowledge of
financial procedures in Commercial enterprise/Govt. Accounting procedures. |

experience as
power engineer including management responsibilities in middle level position.
2. Experience in
commercial and tariff issues pertaining to Power Sector particularly of distribution facilities.
3. Familiarity with
electricity tariff issues. |
The
other terms and conditions are:-
1. The Commission
shall have full discretion regarding this recruitment
and Commission’s decision in this regard shall be final.
2.
The maximum age
limit for appointment shall be 62 years as on 1st January, 2012.
3.
Serving officials
should send their applications through proper channel. However, candidates may
send advance copy of application which will be considered only when the
application through proper channel is received.
4.
The appointment
on contract basis under these regulations shall be for a period not exceeding
two(2) years. However in exigencies and after recording reasons thereof, may be
renewed for a successive term of maximum one year based on the performance
appraisal report by the designated authority as
nominated by the Commission.
Provided that the
Commission shall have the discretion to review such performance appraisal
report for the continuance in the job in the Commission till attainment of age
of 65 years.

Further, only
those applicants who hold or have held the post in the qualifying pay band and
Grade Pay on substantive basis shall be considered eligible for appointment on
contract basis. The Commission may, however, in most deserving cases consider
relaxation in the eligibility criteria in public interest.
6.
The sponsoring
authorities are requested to forward the application of eligible &
interested candidates whose services can be spared in the event of their
selection. While forwarding applications, attested photocopies of ACRs and
Vigilance Clearance Certificate of the candidates should also be forwarded.
7.
While selecting
the candidates for appointment, the Commission will also consider the
satisfactory performance/experience of the candidates of working in any of the
Regulatory Commission, Central Government, State Government, Power Sector
Utilities and other PSUs.
8.
The application in the given format is to be submitted to Secretary, Bihar Electricity Regulatory Commission, Vidyut
Bhawan-II, J.L. Nehru Marg, Patna 800021 either by registered post or person so as to reach by 6:00 PM on or
before 10.12.2012. The application must be accompanied by all academic
qualifications, mark sheets along with other testimonials.
9.
The salary of a
person appointed under these rules who has retired from service under the
Central or State Government shall not be less than the salary paid or payable
to him at the time of such retirement.
Provided further that a person who is in receipt of or
has received or has become entitled to receive any retirement benefits by way
of pension, the aforementioned pay shall be reduced by the gross amount of
pension including commuted portion of pension, if any.
10.
Eligible
shortlisted candidates will have to appear before the Commission or the
Selection Committee appointed by it for interview.
11.
Incomplete
application or applications received after due date i.e. after 10.12.2012 will
be summarily rejected.
12.
The Commission
reserves the right to reject any or all applications without assigning any
reason whatsoever.
